US Presents Russia-Ukraine Peace Plan; JD Vance Warns US Will 'Walk Away' From Talks If Rejected

Vice President JD Vance and Secretary of State Marco Rubio have warned that the United States will walk away from peace negotiations if Russia and Ukraine do not agree to a U.S.-proposed peace deal.

The U.S. has presented a seven-point peace proposal to Russia and Ukraine, which includes recognizing Russia's annexation of Crimea and freezing territorial lines close to the current frontlines. "We’ve issued a very explicit proposal to both the Russians and Ukrainians, and it’s time for them to either say yes or for the U.S. to walk away from this process," Vance, who is visiting India with his family, told reporters.

"We’ve issued a very explicit proposal to both the Russians and the Ukrainians; and it’s time for them to either say, 'Yes,' or for the United States to walk away from this process," the vice president said. "We’ve engaged in an extraordinary amount of diplomacy, of on-the-ground work. We’ve really tried to understand things from the perspective of both the Ukrainians and the Russians. What do Ukrainians care the most about? What do the Russians care the most about? And I think that we put together a very fair proposal. We’re gonna see if the Europeans, the Russians and the Ukrainians are ultimately able to get this thing over the finish line."

Under the peace plan, Russia will get De Jure U.S. recognition of Russian control over Crimea and de facto recognition of Russian control over the captured territories in Luhansk, Donetsk, Zaporizhzhia, and Kherson Oblasts. Russia will return the small parts of Kharkiv Oblast that it holds in the Vovchansk, Lyptsi, Kupyansk, and Borova directions.

Ukraine will gain unimpeded passage through the Dnipro River. And the Zaporizhzhia Nuclear Power Plant will be considered as Ukrainian territory, but operated by the U.S. It will supply electricity to both Ukraine and Russia. Also, Ukraine will not join NATO; however, it could join the European Union.

Under the plan, all post-2014 sanctions on Russia will be lifted. The U.S. will enhance economic cooperation with Russia, particularly in the energy and industrial sectors. Ukraine will obtain a "robust security guarantee" with European countries and "like-minded" non-European countries; U.S. participation is not mentioned.

Ukraine will receive compensation and assistance for rebuilding. The source of this funding is unknown. The plan also references the U.S.-Ukraine minerals deal which both countries will sign soon if all goes to plan.

High-level talks in London Tuesday, aimed at bringing a pause to the fighting disintegrated after Rubio and President Donald Trump's special envoy Steve Witkoff pulled out of the meeting, due to Kyiv’s resistance to the peace plan.

On Tuesday, State Department spokesperson Tammy Bruce told reporters that Rubio would not be attending the talks due to "logistical issues." 

Rubio later wrote in a post on X that he was planning on "following up after the ongoing discussions in London and rescheduling my trip to the UK in the coming months."

Zelenskyy has ruled out recognising Crimea, which was annexed by Putin in 2014, as a Russian territory, after reports suggested this was part of the negotiations between Russia and the US.

“This is our territory, the territory of the people of Ukraine,” he said on Tuesday.

Zelenskyy's comment drew the ire of Trump who wrote on Truth Social Wednesday, "Ukrainian President, Volodymyr Zelenskyy, is boasting on the front page of The Wall Street Journal that, 'Ukraine will not legally recognize the occupation of Crimea. There’s nothing to talk about here.' This statement is very harmful to the Peace Negotiations with Russia in that Crimea was lost years ago under the auspices of President Barack Hussein Obama, and is not even a point of discussion.

"Nobody is asking Zelenskyy to recognize Crimea as Russian Territory but, if he wants Crimea, why didn’t they fight for it eleven years ago when it was handed over to Russia without a shot being fired? The area also houses, for many years before 'the Obama handover,' major Russian submarine bases. It’s inflammatory statements like Zelenskyy’s that makes it so difficult to settle this War. He has nothing to boast about!

"The situation for Ukraine is dire — He can have Peace or, he can fight for another three years before losing the whole Country. I have nothing to do with Russia, but have much to do with wanting to save, on average, five thousand Russian and Ukrainian soldiers a week, who are dying for no reason whatsoever.

"The statement made by Zelenskyy today will do nothing but prolong the 'killing field,' and nobody wants that! We are very close to a Deal, but the man with 'no cards to play' should now, finally, GET IT DONE. I look forward to being able to help Ukraine, and Russia, get out of this Complete and Total MESS, that would have never started if I were President!"

On Friday, Rubio suggested that the U.S. might walk away from negotiations to end the war within "a matter of days," despite Trump’s ongoing efforts to secure a ceasefire deal. Trump later told the press that Rubio was "right in saying that we want to see it end."

SpaceX CRS-32 Dragon Delivers Over 3 tons Of Cargo To The Space Station

SpaceX's Dragon cargo capsule arrived at the International Space Station (ISS) on April 22, at 1240 UTC), after a 28-hour journey from its launch on April 21. The capsule is carrying over 3 tons of supplies and scientific hardware for the Expedition 73 crew currently on the orbital lab.

The Dragon capsule is scheduled to remain at the ISS for about a month before returning to Earth with completed experiments and other cargo.

A SpaceX Falcon 9 rocket carrying the uncrewed Cargo Dragon spacecraft lifted off at 0815 UTC from Launch Complex 39A (LC-39A) at NASA’s Kennedy Space Center in Florida. The spacecraft is carrying more than 3 tons of supplies and scientific hardware to the orbiting laboratory for NASA.

The Falcon 9's first stage booster successfully performed a vertical, propulsive touchdown at SpaceX's Landing Zone-1, at Cape Canaveral Space Force Station, about eight minutes after launch, marking the third launch and landing for this booster.

The NASA's Cargo Resupply Services mission (CRS-32 or SpX-32), is the 32nd cargo mission to the International Space Station (ISS) for SpaceX and the fifth flight for this particular Dragon spacecraft, which previously flew on CRS-22, CRS-24, CRS-27, and CRS-30.

Dragon is scheduled to autonomously docked to the zenith port of the ISS’s Harmony module on Tuesday morning (April 22) around 1220 UTC. The arrival with be monitored from the space station by NASA astronaut Jonny Kim and JAXA astronaut Takuya Onishi.

CRS-32 cargo includes about 3,040 kilograms of supplies and science payloads, including food, essential equipment, and other provisions for the for the ISS Expedition 73 crew.

The scientific experiments aboard CRS-32 include Investigations such as a demonstration of refined maneuvers for free-floating robots, an enhanced air quality monitoring system for future Moon and Mars missions, and two atomic clocks to study fundamental physics concepts like relativity and global time synchronization.

Hardware aboard include spare parts like a catalytic reactor replacement unit for the ISS water recycling system, a food reach tool assembly, reducer cylinder assemblies for emergency oxygen supply, a planar reflector assembly for spacecraft navigation, and a multifiltration bed to improve water quality.

The Dragon is scheduled to remain docked for about one month, departing in May 2025 to return time-sensitive research and cargo to Earth, splashing down off the coast of California.

CRS-32 mission supports ongoing research aboard the ISS, contributing to advancements in biology, biotechnology, physical sciences, and Earth and space science. The delivery of critical hardware ensures the station’s operational continuity, while experiments pave the way for future exploration missions.

Bandwagon-3: SpaceX Launches Rideshare Mission, European Re-entry Capsule Among The Payloads

SpaceX Falcon 9 launched Bandwagon-3 rideshare mission from Cape Canaveral Space Force Station in Florida at 0048 UTC on April 22. The three commercial payloads: 425Sat-3 from South Korea’s ADD, Tomorrow-S7 from Tomorrow Companies Inc., and the PHOENIX re-entry capsule by Atmos Space Cargo.

Phoenix 1, a reentry capsule built by German company Atmos Space Cargo will fly back to Earth soon, splashing down in the Atlantic about 2,000 kilometers) off the coast of Brazil after a single trip around our planet. It's the first reentry mission ever conducted by a European company, according to Atmos.

The goal is to test the Phoenix system's inflatable heat shield and other core technology, showing the craft can safely bring valuable cargo from space to Earth — something Atmos plans to do for a variety of customers in the near future.

"Our mission is to revolutionize space logistics, enabling groundbreaking advancements in microgravity research, in-orbit manufacturing, defense applications and life sciences," the company's website reads.

The other two payloads were 425Sat-3, which will be operated by South Korea's Agency for Defense Development, and Tomorrow-S7, a satellite for the weather-forecasting outfit Tomorrow Companies Inc.

Today's Falcon 9 rocket’s first-stage booster (B1090) which landed on Landing Zone 2 (LZ-2) at Cape Canaveral Space Force Station, had previously supported the O3b mPOWER-E and Crew-10 missions.

The Bandwagon and Transporter series are part of the SpaceX's rideshare missions deploying multiple commercial payloads at a time, which has 13 missions under its belt to date.

Bandwagon first two missions launched in April 2024 and December 2024; and The first Transporter flight sent 143 satellites to orbit in January 2021, a single-launch record that still stands.
